Romano Allione is a Charter member of the DRBF, past president of the DRBF Executive Board of Directors and was the 2008 recipient of the Al Mathews Award for Dispute Board Excellence, the DRBF's top honor. He is a professional engineer, project management consultant, and member FIDIC President’s List of Approved Adjudicators. Mr. Allione has contributed to the construction of major infrastructure projects in Africa, Asia and Latin America. He was a party in the first DRB to operate outside the USA in the early 1980s and since then has strongly promoted the DRB/DAB concept and helped in Dispute Board training seminars and in communicating the DB philosophy. On retirement from the largest Italian contractor after more than 30 years of service, Mr. Allione has been active in advising on project management, claim preparation, and Dispute Board implementation. He has and is participating in arbitration proceedings; has been acting as Arbitrator, Member and Chair of Dispute Adjudication Boards according to FIDIC Rules; and Combined Dispute Boards according to ICC Rules. He is a lecturer at the “Master Contract, claim and delay management in construction works" program at Milan Polytechnic and for several seminars for lawyers and engineers.

James Banda is Managing Partner of the law firm AMW & Company Practitioners and both a dispute and transactional. James’ legal career spans over a period of 25 years covering a comprehensive range of expertise in all areas of Zambian law include energy, commercial, construction, real estate, competition, banking and finance law, bringing an in-depth understanding of legislative, judicial, procedural and practical implications to each case. James has specialized in construction law and has become the go to lawyer in Zambia for FIDIC, JBCC and other internationally recognized standard construction contracts. James authored the Zambia Chapter in the 2023 book entitled “FIDIC Contracts in Middle East and Africa” by Dr. Donald Charrett. As an International and Domestic Arbitrator and Mediator, James has vast knowledge of Zambian Public Procurement laws having been appointed as third party neutral to resolve disputes around these matters. James has in addition advised international investors on public procurement laws and procedures in Zambia including PPPS’ in the road and tourism sectors. In Zambia, James sits on several boards including the Energy Regulation Board where he is Vice Chairman.

  Nakasamba Banda Chanda is a Legal Practitioner of 10 years, and a Partner at A.M.W & Co. Legal, a top-tier law firm based in Lusaka, Zambia. She is a commercial transactional lawyer with a wholistic perspective and well-rounded view of commercial transactions. She has been lead-advisor in some of Zambia’s notable investments and infrastructure projects in Zambia. As an ADR practitioner, she is a Fellow of the Chartered Institute of Arbitrators (FCIArb) with focus in arbitration, mediation and construction adjudication. She is the current Chairperson of the Chartered Institute of Arbitrators, Zambian Branch and Secretary General of the Lusaka International Arbitration Centre. She has been an active and instrumental member of the Zambian Branch and current conversation aimed at promoting Zambia as a safe seat for arbitration. This includes the setting up of the Lusaka International Arbitration Centre as an arbitral institution, drafting of its Rules, ongoing review of the Arbitration Act No. 19 of 2000 and Mediation and Adjudication Laws. Nakasamba also sits on the Board of the Kigali International Arbitration Centre, an organization established by the Government of the Republic of Rwanda in collaboration with the Private Sector Federation to support economic operators resolve commercial disputes; is one of the inaugural steering committee members of the Young- AFSA (Arbitration Foundation for Southern Africa) ; is a member of the SADC-LA division of AFSA working towards the standardization of arbitration practice in Southern Africa; and is a member of the IBA’s Arbitration Committee and Arb-40.
 

Chabala Chabala is Principal Engineer Road Construction at the Road Development Agency. Holds a Bachelor of Science in Civil Engineering from the Copperbelt University in Zambia. Passionate about Highway and Transportation Engineering, he has 16 years of work experience in the construction industry involving water, building and road construction projects. He has been involved in a number of Multilateral Development Banks (MDB) funded projects. This has enabled him build capacity in implementation of Alternative Dispute Resolution (ADR) Mechanisms via mandatory Dispute Boards constituted under such projects to avoid contractual disputes and resolution of those that cannot be avoided. He has crafted a number of Dispute Board Referrals that have resulted in awards in favour of his Employer, the Road Development Agency.

 

Bobby Chimuka is a Civil Engineer and Procurement Specialist with more than eighteen (18) years of experience in civil and buildings engineering management, construction and project management, contract monitoring and public procurement audits. He holds a Master of Science Degree in International Construction Management from the University of Bath (United Kingdom), a Bachelor of Engineering Degree in Civil and Environmental Engineering from the University of Zambia (Zambia) and an Advanced Diploma in Procurement and Supply from the Chartered Institute of Procurement and Supply (United Kingdom). He is a Registered Engineer and a Member of the Engineering Institution of Zambia and an Affiliate member of the Zambia Institute of Purchasing and Supply. He currently holds a position of Manager – Technical Services at the Zambia Public Procurement Authority where he is responsible for development of effective technical monitoring and compliance systems and programmes, carrying out periodic inspections of infrastructure projects in the public sector and providing feedback, recommendations and technical guidance where appropriate. He has held the position of Provincial Resident Engineer at the Zambia Education Projects Implementation Unit where he superintended over the Ministry of Education construction projects in the southern province of Zambia. He has also held the position of Senior Assistant Engineer at Mopani Copper Mines Limited where he was in charge of development of contract specifications and scopes of work and supervision of engineering projects. He is a member of cross functional committees within the Zambia Public Procurement Authority that include: Deviations and Accreditation of Alternative Procurement Systems Committee; Adhoc Investigation Committees on procurement malpractices; Adhoc Appeal Committees; Committee on Development of Research and Development guidelines (tasks are completed); and Committee on the Review of the Public Procurement Bill, Act and Regulations (Tasks are completed). He is also a member of the following intersectoral committees constituting experts from different government departments: The 20% subcontracting policy Committee (Tasks are completed); Technical Committee for Labour Based Technologies Policy/Strategy; Road Projects Rescoping Committee (Tasks are completed); Committee on Enhancement of controls in the management of fuel in Zambia (Tasks are completed);  Committee on Rescoping of loan financed projects in the public sector (Tasks are completed); Focal point person for a Memorandum of Understanding between the Zambia Public Procurement Authority and the Competition and Consumer Protection Commission; Public Private Partnership Technical Committee; and Technical Committee on Review of Standard Solicitation Documents for Public Procurement.

Michael Daka is DRBF Representative for Uganda and Managing Director, Process Limited Consulting Engineers.

  Misheck Daka has over 40 years of experience in the field of Highway and Civil/Structural Engineering and Project Management and Contract administration. Major thrust areas cover the construction and project management of both highway and urban/mining infrastructure. His highway engineering projects include the design and supervision of roadworks including scheduling, quality control and approval of materials and works, estimation of quantities and costs; preparation of bills of quantities and technical specifications. His structural/civil engineering experience includes major office blocks, workshops; high and low-rise buildings for mining and residential use. He has also been involved with various projects both in Zambia and Swaziland. Mr. Daka holds a Degree in Civil Engineering from the University Of Zambia, a Master of Science Degree in Construction Management from the Loughborough University of Technology in the United Kingdom, and a Master of Laws Degree in Construction Law, Adjudication, and Arbitration from Robert Gordon University in Scotland. Mr. Daka is also credited with participation in the prestigious Willem C. Vis International Commercial Arbitration Moot hosted by Vienna. Mr. Daka is a Fellow of the Chartered Institute of Arbitrators, UK and serves as the DRBF Representative for Zambia.
  Misheck Daka, Jr. With over a decade of experience in Civil Engineering, he has honed his project management skills and gained comprehensive knowledge of project delivery. His work has spanned diverse environments, both nationally and internationally. A notable project is the Kazungula Bridge Project as part of the Engineer's Team. Other disciplines include water and sewer reticulation, road and bridge construction, civil design, building projects, and tendering. As a member of the Engineering Institution of Zambia, the Association of Consulting Engineers Zambia, and the Chartered Institute of Arbitrators, he is committed to professional excellence. He earned his Civil Engineering degree from the University of East London and is currently pursuing an Alternate Dispute Resolution (ADR) Pathway to become an ADR Practitioner.
Ismail Essa 40 years in the Construction Industry. Started work in 1980 as a Trainee engineer at Savage and Lovemore (Tvl.) PTY LTD. IN 1984 was appointed a Site Agent , appointed a Contracts manager in 1993 and a Contracts Director in 1995. Savage and Lovemore was merged into the Roads division of Group 5 in 1995 .Left in 2001 to join SANRAL as a Senior Project Manager . Project managed the Bakwena Toll Highway(N1/N4) in that time .In 2004 appointed as the Regional Manager of the Northern region until 2017 .During 2007 to 2012 oversaw the roll out of the GFIP. Appointed as the SANRAL Head of Transformation in 2017 and continue to manage this to date. SAICE Associate Member since 1984. Ismail serves as the DRBF Representative for South Africa.
  Emhemmed Ghula is a Libyan Civil Engineer with MSc in Project Management from UK, Owner of Consultancy Expertise Company, DRBF member, Chairman of Libyan Engineering Arbitration Centre, Executive Member of Arab Organization for Engineering Arbitration, Dispute Resolution Board Member, and Arbitrator, with a big record of projects in the MENA region. Emhemmed Ghula is the DRBF Representative for Libya.
Sean Gibbs is CEO of global expert company Hanscomb Intercontinental. Sean’s primary expertise is quantum and as well as acting an international expert witness also sits as arbitrator, adjudicator, expert determiner and dispute board member. He has held directorships and senior commercial positions with contracting and consultancy firms in the United Kingdom and Internationally. With over 30 years’ experience in the onshore and offshore construction and engineering industries across the globe Sean has worked across the continents of Europe, Asia, Middle East, Africa and the Americas. Project experience includes major airport developments, industrial process plants, commercial developments, military and police installations, heavy engineering in respect of onshore and offshore oil & gas facilities and pipelines, highway interchanges, tunnels, leisure resorts, nuclear, water treatment and desalination plants, waste to energy, biomass, onshore and offshore windfarms, renewables, mines, ports, hospitals and rail/metro projects. He is Junior Vice Chair of The Adjudication Society, Council Member of the Society of Construction Law (UK), ICP Member of The International Bar Association, Region 2 Director of The Dispute Resolution Board Foundation, and founder of UK Adjudicators and HK Adjudicators. Sean is a Liveryman of the Worshipful Company of Arbitrators.
  Jeremy Glover is a partner at Fenwick Elliott LLP , the UK’s largest construction law firm and is listed as a leader in his field in Who’s Who Legal. Jeremy is an accredited adjudicator, Vice-President of the Conflict Avoidance Coalition,  and a member of the CIArb Adjudication Sub-Committee. He is also a FIDIC Certified Adjudicator, Member of the FIDIC President’s List and of the FIDIC Net Zero Task Group TG23. Jeremy is the co-author of Understanding the FIDIC Red and Yellow Book: A Clause by Clause Commentary, the third edition of which was published in 2018, and lead editor of Building Contract Disputes: Practice and Precedents. He is a member of the Board of Examiners on the Construction Law MSc programme at King’s College, and also teaches on the MSc Building Information Modelling Management Programme at Middlesex University. Jeremy serves as the President of the DRBF Executive Board.

A civil engineer by profession, Andy also holds a Higher Diploma in Arbitration (Specialising in construction law). He is a Member of the FIDIC President’s List of Approved Dispute Adjudicators, as well as the SAICE and CESA President’s List of Arbitrators, Mediators and Adjudicators, and the ICE-SA Panel of NEC Adjudicators. Andy has acted in over 70 disputes involving Dispute Boards, either as a DB member or as the Engineer, and has also acted as Adjudicator, Mediator or Arbitrator on over 50 other disputes. In his near 40-year engineering career, Andy was intimately involved in the design, planning and project management of some of Southern Africa's largest projects, such as the Mokolo-Crocodile Water Augmentation Project, the Berg River Dam and Pipeline, the 110km VRESAP pipeline, Durban Harbour Tunnel, and the Lesotho Highlands Water Project : the 185 metre high Katse Dam, the 45km Transfer Tunnel, the 32km Mohale Tunnel, and the Matsoku Weir and Tunnel. He is a Registered Professional Engineer (RSA), a Chartered Engineer (UK), a Fellow of the South African Institute of Civil Engineers, a Fellow of the Institution of Civil Engineers (UK), and a Fellow of the Association of Arbitrators (Southern Africa). He is a Past-President of the DRBF Executive Board of Directors and recipient of the Al Mathews Award for Dispute Board Excellence in 2019.
Nigel Grout FCIArb, FCIHT, DipICArb is an experienced construction professional specialising in the resolution and avoidance of disputes and contentious issues on international infrastructure projects. He provides expert opinion and findings on such matters as interpretation of contract documents, entitlement under the contract and applicable law, quantum, extensions of time, delay and disruption, variations and contractual claims. Having spent 40 years as a practising Quantity Surveyor, Nigel now works exclusively as a Dispute
Board member. He has been on the FIDIC President’s List of Approved Adjudicators since 2012 and has extensive expertise and experience of Dispute Boards practice and procedures, including serving as Chairman and as a Sole Member DB. Also an accredited Adjudicator with the Chartered Institute of Arbitrators and an accredited Expert Determiner with the Academy of Experts. Particular expertise in the various FIDIC and MDB contract conditions. Regularly tutors worldwide on construction claims and the operation of international Dispute Boards. Nigel has worked on projects in the UK, Eastern Europe, Africa and Asia.
  Leo Grutters, BSc (civil) MBA DipArb FCIArb FDBF, is a Civil Engineer and a Dispute Resolution Expert with over 30 years of professional experience. He holds an MBA and is a Fellow of the Chartered Institute of Arbitrators. As a Member of FIDIC's President's List of Approved Dispute Adjudicators he has been involved as an independent neutral expert in many large prestigious international engineering projects involving such wide-ranging sectors as roads, power generation & distribution, off-shore, marine, renewable energies, etc. He is a forensic analyst focused on the logical and fair resolution to contractual disputes. Due to his extensive participation in international contractual dispute resolution procedures such as Adjudication, Dispute Boards and Arbitration, he is a project-focused expert who understands the interaction between complex engineering methodologies and the unavoidable legal and commercial implications when seen in a contractual environment. He also regularly lectures on dispute resolution methodologies, proactive contract administration systems & procedures and he is a regular speaker at related international events. He routinely conducts training and coaching events on the entire FIDIC Rainbow Suite of Contracts, as well as other construction management related topics. He is a Past President of the DRBF Region 2 Board of Directors.
  Tom Kapapa is a Chartered Quantity Surveyor with over 25 years’ experience in the engineering and construction industry and have experience in quantum, delay and programming matters. He is also a Fellow of the Chartered Institute of Arbitrators and a Member of the Academy of Experts. He acts as both delay and quantum expert and has been appointed on several occasions. Tom can call on wide-ranging experience in several different geographical areas with experience extending across the Middle East, Southeast Asia, UK, Europe and Africa. He is able to work and communicate to the highest standards and at the highest levels. Tom commands respect from clients, opponents, peers and staff. He is a logical, thorough and accurate exponent who has the ability to pinpoint the key issues in the shortest time that not only changes the way issues are presented and discussed, but also unlocks obstructions to issue resolution. Tom is also capable of unravelling complex situations by simplifying key elements necessary to resolve disputes.  His diverse sectoral experience includes major city developments including high-rise tower buildings and leisure developments, road and motorway construction, LNG complex development, rail and station construction, water and wastewater and infrastructure drainage, power station construction, oil and gas development, mechanical and electrical infrastructure, and major structural steelwork. Tom has been involved as a consultant on international projects, assisting project owners, contractors, subcontractors, and suppliers dealing with delay and programming matters on complex projects throughout all construction phases in a wide variety of sectors including civil engineering, utilities, transportation, oil and gas, building and aviation. Tom has given written and oral evidence in arbitration and other types of dispute forums on major engineering and construction projects in the Middle East, UK, Asia and Africa as a party appointed delay or quantum expert.
  Kobamelo Kgoboko
  Bwalya Lumbwe holds a B.Eng. (Civil), M.Sc. (Construction), LLM-Construction Law and Arbitration with over 43 years of experience covering building, civil and mechanical construction in Zambia, Tanzania, Mozambique and Congo. He is a Chartered Arbitrator, Fellow of the Chartered Institute of Arbitrators-UK, a FIDIC Certified Adjudicator and a FIDIC Certified Trainer- Fundamental Construction Contracts v2. He is also a Registered Engineer, Fellow of the Engineering Institution of Zambia and the Chartered Institute of Building-UK as well as being a Chartered Construction Manager, a member of the American Society of Civil Engineers and the Association of Consulting Engineers-Zambia.

Bwalya has published many articles internationally on dispute resolution and the FIDIC contract forms. He is also a trainer in construction contracts and public procurement in Zambia. Bwalya practices as a claims consultant, Arbitrator, Adjudicator, Dispute, Expert Witness, Dispute Adjudication Board Member and is listed under various international arbitral Institutions.

 

Prof. Albert Malama is a holder of a Bachelor of Architecture degree from the Copperbelt University in Zambia and an Msc in Architecture from the University of London. He also holds a PhD in Architecture from the University of Sheffield in Climate Resilient Building Design in Zambia. Furthermore, he was a recipient of a commonwealth Post-doctoral fellowship tenable at the University of Birmingham where he produced a blue print for the implementation of the decentralization policy in Zambia. He has also authored numerous academic papers and technical research reports in energy efficient building design and human behavior.
Prof. Malama has experience in both academia and practice spanning 35 years having worked for the Copeprbelt University from 1989. He worked as a lecturer at the University of Botswana from 2003 to 2006. He is also a registered member of the Zambia Institute of Architects (ZIA) and is a practicing Architect. He was CEO of a firm of Architects called A+ Urban Technics Ltd which has worked on numerous projects of note such as the New ZAMTEL HQ, the New EIZ HQ, the New Indo Zambia Bank HQ, the New NIPA Library, the New Harry Mwaanga Nkumbula Airport in Livingstone, the Cosmopolitan Mall in Lusaka, Mukuba Mall in Kitwe, the $150 million Women and Children’s Hospital in Chalala, Lusaka.
Prof. Malama has also worked as a Researcher and Consultant for a number of international organisations in the fields of local Government Decentralization, Water & Sanitation and Infrastructure & Poverty Reduction. Some of these organizations are: The World Bank, UNDP, UNICEF, JICA, UNEP, Irish-Aid, GIZ, FES etc. He has also been a consultant for the Government of Denmark and Government of Ireland. Prof. Malama is currently the Permanent Secretary for the Ministry of Infrastructure, Housing and Urban Development in Zambia.

Sudden Mukuwe is a registered Pr Engineer with 15year experience in Project Management in HydroPower and Infrastructure Projects. He holds an Honours Degree in Industrial and Manufacturing Engineering from the National University of Science and Technology (NUST) in Zimbabwe. Eng Mukuwe is also a Certified PgMP®, PMP® and PRINCE II® Practitioner and prides himself as an efficient Project and Contract Manager with a keen eye in Dispute Resolution mechanisms. He is currently the Project Manager for the Spillway Rehabilitation Project under the Kariba Dam Rehabilitation Project and represents the Employer for all DB related initiatives under the Kariba Dam Rehabilitation Project. Sudden is also a key member of the Supervisor, Zambezi River Authority’s team for the Conciliation Processes under the Plunge Pool Rehabilitation Project.
  Linire Mulima is a corporate lawyer and corporate governance professional with over 26 years post qualifying experience. Linire holds a Master’s degree in Business Administration (MBA) from Edinburgh Business School (Heriot Watt University), a Bachelor of Laws Degree (LLB) from the University of Zambia and is admitted to the Zambian Bar. She also has extensive working knowledge of the International Federation of Consulting Engineers (FIDIC) suite of contracts, which widely use Dispute Adjudication Boards (DABs) in the resolution of disputes

in infrastructure projects. She has been doing development work for the last 12 years whist serving as Legal Director for Millennium Project Completion Agency - Zambia and the Millennium Challenge Account - Zambia, the designated accountable entities, which were mandated to implement the Lusaka Water Supply Sanitation and Drainage Project (the “Project”) on behalf of the Government of Zambia (GRZ). The Project was funded under the US$355
million Millennium Challenge Compact (the “Compact”) signed by the United States Government acting through the Millennium Challenge Corporation (MCC) and the GRZ, in May 2012.

Henry Musonda, FCIArb, is a Civil/Structural Engineer an Arbitrator, Adjudicator and Mediator. He is a Fellow of the Chartered Institute of Arbitrators (UK), and the listed on the FIDIC and DRBF Presidents’ lists of Adjudicators. He has more than 35 years of practical and professional experience in the design, administration and project management of building and civil works and service contracts and providing advisory support on infrastructure projects to FIDIC and various forms of contract. He has international experience as an Arbitrator and Adjudicator and has strong knowledge and background of Application of alternative dispute resolution methods and Dispute Boards to infrastructure projects. He is a FIDIC listed trainer and has conducted training in Tanzania, South Africa, Uganda, Zambia and Zimbabwe.
Frank Mvula is a citizen of Zambia currently employed as Director Fiduciary (Procurement and Financial Management) Services and Inspection since October 2018, has over 20 years wealth of experience in Procurement, Water and Sanitation, Infrastructure Development and Project Management. He is currently responsible for development and implementation of Fiduciary policies.
He served as Country Manager for African Development Bank in Malawi, from 2017 – 2018. In this role, he led policy dialogue with the Malawian government and other development partners. From 2014 – 2017 he was the Division Manager for the Procurement Division, supervising a team of over fifty Procurement Professionals across the continent. He led the fiduciary oversight of the Bank Group’s portfolio and provided advisory services to Senior Management on policy, strategy and a broad range of procurement issues relating to Bank’s operations across sectors. From 2009 to 2013, he worked as the Chief Regional Procurement Coordinator, in East and Southern Africa spearheading procurement reforms. He joined the Africa Development Bank in 2003 as Senior Architect/Implementation Specialist in the Human and Social Development Department. Prior to joining the African Development Bank, Mr. Mvula worked at the Lusaka Water and Sewerage Company as Director, Commercial Services in 2003, as Projects Manager/Senior Engineer between 1998 and 2003, and as a Graduate Engineer between 1995 and 1996. He also worked as a Lecturer/Staff Development Fellow at the University of Zambia from 1996 – 1998. Mr. Mvula holds a Master’s Degree in Sanitary Engineering from the IHE Delft, Institute for Water Education, The Netherlands and a Bachelor of Engineering degree in Civil Engineering from the University of Zambia, Lusaka.
  Chilufya Mwenya is a civil engineer and procurement specialist who has been heading the Procurement Department at the Road Development Agency in Zambia for last three years. He has over twelve years’ experience in procurement of various road infrastructure projects, including consulting services, financed by the Government of Zambia, bilateral and multilateral partners. With almost twenty years overall experience in buildings and road infrastructure design, construction supervision and procurement, he brings a wealth of practical experience in public procurement and contract management. He holds a Bachelor of Engineering Degree in Civil Engineering from the University of Zambia and Masters Degree in Public Procurement Management from the University of Turin, Italy.
  Henry Ngulube is a Zambian professional entrepreneur, a quantity surveyor by profession, holds a BSc. in Building which was obtained from the Copperbelt University (CBU) in 1989, studied for Diploma in Surveying with the College of Estate Management up to level three (1990-92). In the first seven years upon graduation worked at Anderson & Anderson Quantity Surveyors, a consulting firm, rising to a position of Principal Quantity Surveyor. He left the consultancy in 1995 and established Fairface Enterprise Limited, a construction company which is now a Grade One NCC registered company and he is still the CEO today. Henry has also served as President of the Association of Building and Civil Engineering Contractors since 2018, he is a Board Member of the Quantity Surveyor's Registration Board, a member of the Registration and Regulation Committee of the NCC Board, and has served on the Surveyor's Institute of Zambia Council, the Board for Cheshire Homes of Zambia, the Board for Chardleih House Schools, and is a member of Rotary International and Past President of the Rotary Club of Nkwazi.
James (Jim) Perry is a member of the District of Columbia Bar (1985) and has a bachelor’s degree in civil engineering (1981). Based in Paris since 1988, and focused on construction, Jim serves as an arbitrator and dispute board member, but also works as counsel, specializing in the construction industry. In 2003 Jim opened PS Consulting, a founding member of the Leading Construction Lawyers International Alliance (LCL). Jim has served on numerous dispute boards, including in the Baltics, Central Europe, Central Asia, Africa, SE Asia, Australasia and the Middle East and Latin America and been appointed on ICC, DIAC, ADCCAC, CEPANI, VIAC and ad hoc arbitral tribunals.  Jim has experience with dam construction, bridges, port terminals and marine construction, airports, highways, water supply and treatment, hydro and thermal power plants, oil and gas, rail, factories and the built environment.  Jim is member of the FIDIC President’s list of dispute board adjudicators and a Past-president of the Dispute Resolution Board Foundation (DRBF). Jim received the Al Mathews Award for Dispute Board Excellence in 2016, the DRBF's highest honor.
  Suzanne Rattray is a senior engineer with more than 35 years of professional experience. She has a Master’s degree in Civil Engineering from McGill University in Canada, specializing in structural engineering. She has had lead responsibilities on numerous infrastructure projects, in the transportation, building, and energy sectors, in Zambia, Tanzania, Mozambique, DR Congo, Chad, and Israel. She has been practising as an Adjudicator and Arbitrator since 2008 and was admitted as a Member of the Chartered Institute of Arbitrators in 2012, qualifying for Fellow Status in 2017. Suzanne is a member of the DRBF Region 2 Board of Directors representing Africa.
  Marco Ruggiero holds a MSc in Civil Engineering and has over 20 years’ experience in the implementation of large construction projects. His main fields of expertise are Underground Works, roads, rails and hydraulic structures (dams, hydropower plants). His experience spans on all stages of construction (from site installation up to commissioning). He is specialized in Contract Management, Claim Management, dispute avoidance and resolution, negotiations and mediations between the Parties, usually in the role of Employer’s Representative in Dispute Adjudication Boards and in litigation proceedings. Marco is a FIDIC-certified Adjudicator and on the FIDIC President’s List of Approved Dispute Adjudicators. He is also listed among the Swiss International Experts as FIDIC Adjudicator and Neutral Expert.
  Ann Russo is Executive Director of the Dispute Resolution Board Foundation, the non-profit association dedicated to the use of Dispute Boards worldwide. She is co-editor of the "Dispute Board Manual: A Guide to Best Practices and Procedures." Prior to joining the DRBF, she served as Public Relations Manager for J.A. Jones, Inc., an international construction and engineering firm based in Charlotte, NC, USA. She received the DRBF's President’s Distinguished Service Award in 2005 and the Al Mathews Award for Dispute Board Excellence, the DRBF's highest honor, in 2024. She is a member of the American Society of Association Executives. 
 

Daniel Sacho Cherono is a Civil Engineer, and dispute resolution expert. He has extensive knowledge in the construction industry, having served in the private and public sector in a career spanning over 20 years. He is adept in engineering and construction field covering all aspects of the project cycle including initiation, planning, design, documentation, procurement, financing, supervision, and maintenance. He has participated in arbitration and dispute boards both as a neutral and party representative. He is registered by the Engineer’s Board of Kenya as Consulting Engineer. He is Fellow of the Institution of Engineers of Kenya, Fellow of the Chartered Institute of Arbitrators and Member of the Dispute Resolution Board Foundation. He holds Bachelor of Science degree in civil engineering and a Master of Laws in Construction Law, Arbitration and Adjudication. At present, he is director responsible for maintenance of roads at the Kenya National Highways Authority.

  Kauzya Siwale has 36 years’ experience in the construction Industry. He is a

Chartered Quantity Surveyor (FRICS), Arbitrator (FCIArb), Professional Registered Quantity Surveyor (PrQS) in South Africa and principal and founder of KV Siwale & Associates. Area of specialisation are Quantity surveying, Project management and Arbitration. He holds a BSc (Hons) in Quantity Surveying from South Bank University –London, MSc Project Management from University of Pretoria (RSA) and LLM in Construction Law, Arbitration and Adjudication from Robert Gordon University (Scotland).

  Giorgiana Tecuci is an international lawyer with over 20 years' experience in construction law and procurement. She is actively involved in FIDIC contracts, with particular emphasis on dispute resolution in both the public and private sectors. As an adjudicator, arbitrator and trainer, Giorgiana regularly contributes to the organization and running of both FIDIC related activities and those of DRBF, where she is President of the DRBF Region 2 Board of Directors and the DRBF Representative for Romania.
 

Paddy Bernard Twesigye is the Senior Director of the Planning and Capital Development Division of National Water and Sewerage Corporation in Uganda. Paddy is a career Civil/Sanitary Engineer with 34 years of extensive hands-on experience in operation, planning and construction of Water Supply and Sewerage Infrastructure Projects, both government and development-partner funded. Paddy possesses considerable project management expertise specializing in procurement and management of large and complex contracts
involving multi-disciplinary teams of professionals offering services as Contractors, Engineering Consultants, Economists, Financial Analysts, Sociologists as well as representatives from multilateral international
financing agencies. He has a wealth of experience in managing projects with various dispute avoidance and resolution mechanisms and he is currently overseeing over 5 infrastructure development projects with dispute boards. Paddy is also a member of the Uganda Institution of Professional Engineers, the Institution of Corporate Governance in Uganda, and Chartered Institute of Purchasing and Supply of United Kingdom.

  Jacqueline Waihenya is a multidisciplinary professional who is highly

qualified and experienced in Alternative Dispute Resolution (ADR) mechanisms and litigation. She has a robust governance and leadership track record in business and professional membership organizations. She is the Chairman of the Chartered Institute of Arbitrators Kenya Branch and is an ADR expert. She is well-versed in arbitration, officially recognized as a Chartered Arbitrator, and a diploma holder in International Arbitration. Her proficiency extends to construction adjudication. Her expertise is bolstered by her connection to the Dispute Resolution Board Foundation plus her specialized training from King's College London and FIDIC (International Federation of Consulting Engineers) in Construction Law. Additionally, she is a Chartered Mediator with advanced mediator skills being certified by both the International Mediation Institute and the Institute of Chartered Mediators and Conciliators. She is the sole Kenyan mediator approved by FIFA and is a pioneer accredited mediator within the Kenyan Judiciary. She is listed on the International Arbitration panels of the Arbitration Foundation of Southern Africa and Nairobi Centre for International Arbitration and CIARB Kenya. She represented CIARB in the National Steering Committee for the Formulation of the Alternative Dispute Resolution Policy 2020 where she convened the NSC Sub-Committee on Legislative Proposals. The National ADR Policy was approved by the Kenyan Cabinet in March 2023 and it has now been taken before the National Assembly as Session Paper No.4 of 2024. The Policy includes 3 proposed legislations, namely, Dispute Resolution Bill, Construction Adjudication Bill, and Arbitration (Amendment) Bill. Her achievements have been acknowledged with prestigious accolades such as the Top 50 Women Nairobi Legal Awards 2024, Africa Woman Leaders Award, 2023 and Africa Influential Female Lawyers 2022, and others.
